The Liberty Police Interview Recorder is a simple, easy to use recording system that captures forensic interview and interrogation audio, video and notes for police, law enforcement services and other government agencies. The program uses standard VHS-like Start, Stop and Record buttons. The recorded material is saved into a single file on the recording system hard-drive. Optionally, the file may be automatically and simultaneously recorded to a secure file server and saved onto a CD/DVD. Supports Multi-Camera Recording
The Liberty Interview Recorder supports multi-camera recording. Multi-camera recording means that the Liberty system captures and records multiple complete video feeds for each recording session, instead of doing a more traditional picture-in-a-picture overlay. Multi-camera support is critical for applications where users want to capture two complete streams of video. This can be especially important when recording a close view of the subject and a wide-angle view of an entire room. Or for child advocate or adolescent interviews where the subject may move around. The older picture-in-a-picture type solution uses an overlay technique where a portion of the recording stream may be overlaid by a second camera feed, thus obscuring the primary camera and degrading the resulting video.

Liberty Supports Implementations of All Sizes and Complexities
The Liberty system provides the ideal recording solution for both large and small police organizations. The system has been selected and implemented in large police organizations with over 1,000 badged officers supporting civil populations of over 1 million people. Alternatively, the system has also been selected by smaller police organizations with only a single interview / interrogation room.
In the case of a large police organization, the Liberty Interview System can be supplied with a browser interface facility that links the user to a database of the recording files. The browser interface provides search and retrieve facilities that in turn provides the force with quick access to all of their recording files through a central web interface.
For smaller police organizations, the recorder may be installed onto a single computer to record a single interview room. In such a case, a local search and retrieval program may be used to find files and a database is not generally required.

For Operating systems prior to Windows 7, you will need to install the applicable video codec to allow for video playback. 2DCR Conversion Program
The 2DCR Conversion Program allows users to convert standard DVR-DVDs, mp3 files and wav files into standard .dcr format files. As the files are converted, the user can add standard case information into the meta-data fields for the file. Adding this meta-data allows the file to be searched, just like other files created by the Liberty Recording system.

Liberty Player for Windows Download
As of December 2019, the Liberty Player V2.0 program became available to playback recording files created by both the Liberty Court Recorder, and the Liberty Interview Recorder.
The Liberty Player V2.0, and its subsequent releases, replace both the Liberty Court Player and the Liberty Interview Player. All new enhancements from this date forward, will be provided in updated versions of the Liberty Player program.
Please note, the Liberty Player program cannot be installed over-top-of either of the previous programs.
To install the Liberty Player program, you must first uninstall the Liberty Court Player and / or the Liberty Interview Player. If you want to retain any custom settings for the Player, then you must Export the program settings
(Tools => Export) before uninstalling the previous program(s), and then Import the same settings (Tools => Import) once the new Player program has been installed.
The Liberty Player provides playback facilities for files recorded by the Liberty Court Recorder or by the Liberty Interview Recorder. The Liberty Player is available as a no cost download from the download links below. The 32-bit Player runs on any PC with Windows XP or later that has standard audio capabilities.
